Effective HR in local government

The Local Government Association (LGA) wanted to understand what was known about effective HR in local government. They sought to identify what good looks like, how this could be measured, and the key considerations for ‘benchmarking’ information like this across various local authorities.

We conducted an evidence review, analysed a range of local areas’ practice and interviewed HR leads from across the country. From this we reported what a service measurement tool would need to cover, and the barriers and drivers to implementing such an approach.
